Medical Insurance Payment Reform and Value-based Care: Summit Forum on High-quality Hospital Management

On the afternoon of March 15, 2024, Shenkang Hospital Management Institute, Shanghai Sixth People's Hospital and the Medical Insurance Management Committee of Shanghai Hospital Association organized the Summit Forum on High-quality Hospital Management at Shanghai Sixth People's Hospital. The event, focused on medical insurance payment reform and value-based care, aimed to explore novel concepts and methodologies in medical insurance management while offering insights to advance Shanghai’s medical insurance reform. More than 200 management leaders from various hospitals in Shanghai attended the conference, which was also livestreamed in its entirety.

The forum was chaired by Cen Jue, Vice President of Shanghai Sixth People's Hospital, with an opening speech delivered by Yin Shankai, President of Shanghai Sixth People's Hospital and Deputy Director of Shanghai Hospital Association. President Yin highlighted the importance of promoting the coordinated development and governance of medical insurance, medical treatment, and medicine, as proposed in the governmental work report of the Two Sessions 2024. Along with the ongoing deepening of medical system reform, the integrated and coordinated reform of these three aspects—termed "Three Medicals"—has become a focal point of the industry. Shanghai Sixth People's Hospital, as one of the first experimental units of DRG payment reform in Shanghai, has been exploring the coordinated development and management of medical insurance, medical treatment and medicine. It aims to deepen the DRG payment reform further, leveraging the expertise of Shanghai Sixth People's Hospital to contribute to the coordinated development of the "Three Medicals". Additionally, plans are underway to establish a sharing platform to facilitate collaboration and communication among medical professionals, thereby fostering innovative management practices across the industry.

Professor Eckhard Nagel, Executive Director of Healthcare Management and Health Science Institute at the University of Bayreuth, shared practical experiences and case studies on foreign medical insurance payment mode reform, including insights from "DRGs for hospital management: A 20-Year Experience from Germany". Li Fen, Director of the Financial Management Center of Shanghai Municipal Health Commission, and Professor Ying Xiaohua, Director of Health Economics Teaching and Research Office of School of Public Health at Fudan University, made speeches on "Reform of Medical Insurance Payment System and Optimization of Hospital Operation" and "Correlation between Reform of Medical Insurance Payment and Hospital Management", respectively. The diverse perspectives and enlightening insights from domestic and foreign experts ignited the fire of innovative thinking among hospital managers and medical professionals..

The Forum on High-quality Hospital Management, established in 2023, comprises three sectors of Summit Forum, Elite Training, and Management Workshop. It serves as a platform for sharing advanced management concepts and experiences, exploring new modes and methods of hospital management, enhancing management efficiency and service quality, and promoting high-quality development of public hospitals and sustainable growth of the healthcare industry.
